The Town of Lake Lure is seeking a full-time seasonal Utility Maintenance Technician I for the Parks, Recreation, and Lake Department.  The primary function of this position is to perform semi-skilled equipment operation, basic equipment repair and maintenance, and manual landscaping work maintaining the Town of Lake Lure parks and grounds. The salary range for the position is $15.86 – $23.88 per hour, depending upon the experience of the individual.

Distinguishing Features of the Class

An employee in this class operates mowers, heavy equipment, repairs and maintains equipment, and performs varied manual labor tasks in the maintenance of the Town Parks.  The employee must be able to perform manual labor, as well as skilled and semi-skilled duties and abide by safety rules and regulations. Work requires being on-call to respond in emergencies. Work is performed under the general supervision of the Parks and Recreation Supervisor and is reviewed through observation, quality and quantity of completed work, and discussions.

Illustrative Examples of Work

  • Operates heavy equipment such as tractors, mowers, back hoes, front deck mowers, weed-eaters and blowers requiring skills to operate safely and accurately to ensure park grass areas are maintained and to keep parks and town owned grounds trimmed, banks and lake shore line clean and to remove debris, grass clippings and leaves in the fall. 
  • Operates chain saw and pole saws in removal of dead and dying trees.
  • Performs pruning of shrubs, trees and grasses.
  • Assists in maintaining the parks with keeping the parks clean, picking up trash and cleaning grills, pressure washing picnic tables, shelters and playground equipment
  • Accommodates town residents, guests and parks and recreation board.
  • Performs routine maintenance and repair on equipment; grease, change oil, filters, wheels and tires, sharpens mower blades; adjusts weed eaters, etc.
  • Sprays fertilizers and pesticides.
  • Performs related duties as required.

Knowledge, Skills and Abilities

  • Working knowledge of the equipment involved in the work and skill in operating.
  • Working knowledge of mechanical functions of equipment and trucks and methods for routine maintenance and repairs.
  • Considerable knowledge of tools, materials and methods used in skilled, un-skilled and semi-skilled park maintenance work.
  • Working knowledge of work hazards and applicable safety precautions related to the work.
  • Ability to understand and follow oral and written instructions and to learn new tasks and skills.
  • Ability to perform heavy manual labor in varied weather conditions for extended periods of time.
  • Ability to establish and maintain effective working relationships with other employees, supervisors, and the general public.
  • Ability to interact with other employees, members and the public users of the course facilities in a tactful and diplomatic manner.

Physical Requirements

Work in this class is characterized as heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Work requires climbing, balancing, stooping, knelling, crouching, reaching, standing, working, pushing, pulling, lifting, grasping, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms’ length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

Working Conditions

An employee in this class is subject to both inside and outside environmental conditions, extreme cold (below 32 deg F) and heat (above 100 deg F), noise from motorized maintenance equipment (mowers, cutting devices, etc), vibrations, atmospheric conditions, and oils, greases, fumes, dirt, broken pavement, sharps from metal and glass, and biting or stinging insects and possibly reptiles. The employee must wear hearing/visual protection while performing most field work and may be exposed to blood borne pathogens requiring specialized personal protective equipment.

Education

A high school diploma or GED equivalency is required. 

Experience

Three (3) to five (5) years’ experience in the skilled operation of the required equipment for grounds maintenance is required.

Special Requirements

  • A valid North Carolina commercial driver’s license (CDL-B) or ability to obtain one within one year of employment.
  • Possession of a current State Pesticide Applications license or ability to successfully obtain within time frames set by the Director.
