The Lake Lure Town Council held a special meeting on Thursday, March 21, 2024 at 9:00 a.m. at the Lake Lure Municipal Center (Town Hall). The Lake Lure Municipal Center is located at 2948 Memorial Highway, Lake Lure, NC 28746. 

The following is a summary of the meeting for those who could not attend.  Note that these are not formal minutes, which will be included in the following month's meeting packet.  You may download the meeting packet for additional information.

I. Call to Order: Mayor Carol Pritchett called the meeting to order.

II. Agenda Adoption: The following agenda was approved as written.

III. Review Proposed Lease Agreement for 2654 Memorial Highway

  • Town Manager Hank Perkins explained that the final version of this lease was shared with Council and the future tenants last Friday. 
  • Mr. Perkins asked lessee Paul Brock, lessee to explain the relationship between Lured and this lease. Mr. Brock explained that it is more or less considered an extension of Lured and will operate under the same LLC.
  • There was a detailed discussion regarding various options for the lease start date, including free rent and financial support from the town for building the deck.
  • There was a discussion regarding insurance and the need for such as of the date of the lease. 
  • There was a discussion regarding the concession to be paid annually and 2% was agreed upon.
  • There was agreeance on allow this - $5,000 max for deck and them getting in early, commencing payments on July 1.
  • The current plan is to move the market side of Lured to this building and to sell coffee, goods, alcohol, etc. They plan to add inside seating and beer on tap with wine by the glass.
  • There was a discussion about the possibility of increased traffic in the area.  A decision was made to relocate the flashing sign by Pool Creek Picnic Park to the area just before the turn in the road and prior to driving by the buildings when cars are entering Town.  
  • Mr. Perkins will also follow up with NC DOT to discuss the possibility of a crosswalk again.
  • There was a discussion about the WNC Collective and why they were no longer involved.  Mr. Brock explained that they decided that they could sell outdoor retail themselves without including a third party. They will be selling outdoor equipment.
  • There was a discussion regarding the addition of a gym inside the building.  Mr. Brock explained that the gym has been a popular request and thinks that it will primarily cater to locals. Mr. Oppliger noted that the model that he is basing it on is the Outer Banks model.
  • Parking was discussed and a plan will be developed to maximize parking.   
  • It was noted that Town Council made a commitment to ensure the lakeside chapel continued without any disturbance and everyone agreed to honor this request.
  • The lease will be refined and sent to all parties for review.

III. Consider Adoption of Resolution No. 24-03-21 Allowing the Town Clerk to Notice the Intent of the Town Council to Authorize the Lease Agreement for 2654 Memorial Highway at its April 24th Regularly Scheduled Work Session and Action Meeting

  • Mr. Perkins noted that based on discussions, the resolution should be amended to add the parcel number for the remainder of the property Parcel 1616938.
  • The resolution was approved with this amendment.
